The best practice is to lock an entire folder to hide all of the contents from 'Read-only' and 'Standard' level users or to lock specific files within a folder so that 'Standard' and 'Read-only' level users have access to the folder without have access to locked files.
Objective To lock or unlock a file using Procore Drive. Background If you are a Procore administrator or project manager, you may want to hide documents from users who have 'Read-only' or 'Standard' permissions on the Documents tool, so that only 'Admin' users can view and modify documents.
Additional Information : A locked folder or file is only visible to 'Admin' users. You may also grant access to specific users who are not 'Admin' level users in Procore. There may be other programs that have the same problem. I have not come across them. What is strange is that Movie Maker comes installed with the OS.

Once te archive process was done, my C drive free space was down by a little more than 3GB yes, I had a lot of stuff accumulated in Outlook. After this, the link icon appeared on certain folders. They have replaced it and asked me to retrieve their data. I have removed the drive and have it in a USB connected drive case. I can read some of the folders in Users, but many are still inaccessible — This folder may have been moved or be offline….

What this means, as Nick pointed out, is that this default special permission setting prevents access no matter what other permissions are granted, but only to this one folder and you still have access to all sub-folders if you link directly to them.
Always use the new path when setting directory paths within programs to prevent potential issues. This dual method of access is to allow older applications a path to access the new folder locations in such a way that to the program it appears as if the files are in the correct location it expects, but without actually having two separate locations to enable this backward compatibility. The reason the lock icon appears is because the "Authenticated users" group is not in the ACL of the folder.

It may give a "permission denied" error quite a few times, just say continue until it finishes. That being said, the Lock icon overlay is a piece of information relating to the folder- it's saying "the permissions on this folder differ from it's parent folder".
What you are effectively doing by performing the steps above is saying that Any logged on user can access your account data, such as documents and so forth. You could replace this with empty icons.
